The story shows how governments, which are not inherently innovative, will need to coerce competent people to do their bidding for their implementations to work. It follows the path of one such coder, and shows how he eventually understands what is happening, and the actions needed to preserve freedom in the face of ruthless forces who wish to control nearly everything. One person can't do it all alone.
