While increase in congregation, social activities, and outreach programs may signal a very active church, the health of the ministry may be determined by a different set of indicators. One indicator is the legal compliance of ministry to IRS regulations. While the church is a spiritual body, it operates in a world of laws and legislations. And it is possible for a church to grow externally and be extremely deficient in its internal structures. Violations of government regulations regarding housing allowances, salaries, honorariums, love offerings, and other financial transactions can put a church at risk.

Of the 17 major ministries that existed in the 1980s there are only 3 that exist today. While integrity and moral issues may have been contributing factors, the infra structure of the ministries were deficient. The church can create a Holding Corporation that protects its assets from legal assault. Such a corporation allows the church to control the use of its facilities without ownership. Ecclesiastical entrepreneurial strategies can create other avenues of income for profit beside tithes and offering.

A For Profit Arm 502 can allow a non-profit to from a business for profit that includes a school, gymnasium, coffee shop, restaurant, and other creative resources. The absence of a Ministry Philosophy can cause a church to ignore liability issues such as negligence in hiring, supervision, and firing of employee. Even the ordination of ministers should be a deliberate and responsible process that is written with qualification and testing procedures. Good intentions and integrity are not always the same. The church can grow and be healthy.
