During prohibition, a little isolated cove on Salt Spring Island in British Columbia, called Musgrave's Landing, made an ideal launching point for smuggling liquor into the States since it had no road access. In the 1960's the same situation prevailed, only the product changed from liquor to drugs. After encountering a teen-age addict and seeing the effect of her addiction, Delbert decides to combat that rough and lawless world. Soon they're embroiled in a struggle that leaves Sylvia fearing for their lives.
